A verified account
Verification is asked for at the first trusted action, never at signup. Creating a group is one of them.

About one pack. High enough that nobody starts a group idly, low enough that anyone bringing a real community can cover it.
You moderate it
The creator owns the group, sets its name, category, avatar and description, and is its first moderator. More can be appointed later.
Not open yet
Creating a group needs the wallet and phone verification, and neither has shipped. Until they do, groups are seeded by the platform.
Rooms are different. Nobody creates a room: when every room in a group is full, the next one opens by itself.
